Arcep is sounding the alarm. On July 6, 2023, the Regulatory Authority for Electronic Communications, Posts and Press Distribution (Arcep) published its first “fiber optic network quality observatory”. To carry out the assessment, Arcep has identified two indicators:

34 million French people are eligible for the network, according to Arcep data. Among them, 18.1 million have had a fiber optic subscription since the end of December 2022. However, installing fiber is not a guarantee of quality. Indeed, some cables are incorrectly installed. To overcome this problem, the Senate adopted a bill in early May to guarantee the quality of fiber optic connections, as relayed by BFMTV.

The objective of the bill proposed by the Senate is also to strengthen the rights of users in the event of a prolonged interruption of fiber access. In addition, “in order to resolve the difficulties observed, Arcep set up work in concert with operators in 2019, which led to commitments being made by the entire industry in September 2022” , said Arcep.
