The power of flowers is given to the National Council of Towns and Villages in Bloom. Since its creation in April 1972, the association has ensured the organization and compliance with the quality charter of “Villes et Villages Fleuris”, by awarding French municipalities a national label. According to the presentation on their online site, the collective “ensures its development and promotion at the national level” between regions and departments, while highlighting their floral landscape.

To allow a city or a village to win this distinction (1 to 4 Flowers), the Council judges the municipalities on several evaluation criteria. Among which, we can distinguish in particular the global approach of municipal enhancement, the animation and promotion actions, without forgetting the presentation of the plant heritage and the flowering, the coherence of the landscaping and their management, or the complementary actions implemented. to promote the quality of public space, according to their methodology.

All this study of the flowered communes in France makes it possible to establish an annual ranking of the cities according to their flowering. A guarantee of quality which makes it possible to attract more tourists and to promote the town or village on a national scale. But, then, who bestows these accolades?

For the first 3 levels of the label (1, 2 and 3 Flowers), they are awarded by the region. While the attribution of the 4th Flower is awarded by the National Council of Towns and Villages in Bloom. According to figures from the CNVVF, 277 are labeled “4 Flowers” out of the 4,700 municipalities decorated in France.
