Lillard also dished 13 assists for the Bucks, who had lost their last two road games.
Malik Beasley added 30 points, including an impressive eight three-pointers (on 11 attempts).
Bobby Portis, Cameron Payne, Khris Middleton and Brook Lopez contributed 18, 13, 11 and 10 points, respectively.
Antetokounmpo missed his first game this season after suffering a strained right calf.
The “Greek Freak” has per game averages of 29.5 points and 9.6 rebounds, in 10 games.
Milwaukee took control by scoring 17 straight points, making the score 8-2 in favor of the Raptors.
The visitors led 70-47 at the half and 88-58 midway through the third quarter.
The Bucks made 20 of their 39 shots from beyond the perimeter.
For the Raptors, Scottie Barnes had another great game, scoring 29 points.
Jakob Poeltl followed far behind with 13 points. Pascal Siakam, Gradey Dick and Precious Achiuwa each had 11.
Drafted 13th this year, Dick got his first career start.
Dennis Schroder got the go-ahead at the last minute to play, finishing with nine points. His case was uncertain due to pain in his right knee.
OG Anunoby missed a second straight game with a laceration to a finger on his right hand.
He was injured doing domestic chores.
Gary Trent missed a third match in a row due to a problem with his right foot.
On November 1, the Raptors defeated the Bucks 130-111 in Toronto.
