This Thursday, July 6, 2023, the Ministry of Solidarity announced the launch of a major experiment aimed at identifying people who do not apply for social assistance although they are nevertheless entitled to it. As part of the 3DS law of February 2022, this campaign, entitled “zero non-recourse territories”, concerns the RSA, housing allowances and the activity bonus.

It will take place in several collectives, selected from 67 applications, reports Le Figaro. Indeed, the government has retained 39 territories throughout France, instead of the 10 initially planned. “In view of the very good quality of the applications received, I have decided to increase the number of winners. This expansion will be done on the credits of the Solidarity Pact” declared the Minister of Solidarity Jean-Christophe Combe, reports La gazette of the municipalities. According to the ministry, these are municipalities, intermunicipalities or departmental councils, “both urban, rural or peri-urban”.

After the summer of 2023, 11 of these “zero non-recourse territories” will launch their data collection campaign. 28 will wait until 2024. Once the potential beneficiaries have been identified, the family allowance funds will be able to pay aid to people hitherto unknown to their services.
