New chapter for Emmanuel Macron. From Thursday June 22 to Friday June 23, 2023, on the occasion of the summit for a new financial pact, the President receives the heads of state of many countries, major international organizations, NGOs, climate and finance experts , but also activists. The purpose of this meeting is to lay the foundations for a new global financial system.

For the first day of meeting, the leaders gathered around round tables to discuss various topics, according to franceinfo. The issue of restructuring the debts of poor countries was addressed. Indeed, the latter are considered to be the most likely to suffer the consequences of global warming. The reform of the International Monetary Fund (IMF) and the World Bank was also mentioned.

Among the guests of this summit, we find Mohammed Ben Salmane, Crown Prince of Saudi Arabia, Lula, President of Brazil, or Ursula von der Leyen, President of the European Commission. The latter met on the morning of June 22 in Paris where Emmanuel Macron opened the summit for a new global financial pact. “No country should have to choose,” he said then.

“We have to take on a public funding shock,” he continued. He then stressed the need for private funding. The first day of the summit then concluded with the positive announcement from Kristalina Gerogieva, Managing Director of the International Monetary Fund (IMF). Indeed, the latter confirmed that the objective of mobilizing 100 billion dollars for the benefit of the most vulnerable populations has been achieved. But on Friday June 23, as the second day of the summit begins, the French head of state granted an interview to several media.

Emmanuel Macron was therefore the guest of RFI, France 24 and franceinfo this Friday, June 23, 2023. Questioned at the Palais Brongniart by Mounia Daoudi, Stéphane Ballong and Marc Fauvelle, the president returned to France’s commitment to this new financial pact. . Among the main subjects of this interview is the question of taxation. The latter then called for a “mobilization” for international taxation, according to the transcription of France 24. These include financial transactions, plane tickets and maritime transport.

“Help us find all the countries which today have no FTT (tax on financial transactions, editor’s note) and which today have no tax on plane tickets. Help us to mobilize at the International Maritime Organization in July so that there is an international taxation”, then affirmed the head of state when the journalists questioned him on the need for a global ISF. He would therefore like maritime transport to be taxed, “but not only French players”.

Emmanuel Macron was also confronted with his contradictions about the ISF. Indeed, the latter has previously opted for its almost total abolition in France. But the head of state does not disassemble and explains that he “removed part of the ISF in France because we were almost the only ones to do so”. In addition, he was also asked about the issue of energy transition.

On Thursday June 22, 2023, on the first day of the Summit for a New Global Financial Compact, leaders announced €2.5 billion in funding for Senegal. The objective is to increase the share of renewable energy in this country. By 2030, these energies should represent 40% of its electricity mix. The project is also supported by France, the journalists therefore questioned Emmanuel Macron on this decision.

“The priority is to get the major emerging countries out of coal,” he said. He also explained that this decision resulted from the need for these countries to “develop their gas projects and increase renewables”.

Finally, Emmanuel Macron mentioned the absence of Russia at this summit. “Today, the resumption of dialogue [with Russia] is only possible if there is respect for international law”, he then decided.
