Flacco caused major problems for the Browns during 11 seasons with the Baltimore Ravens, going 17-3 against the Cleveland team.
Last year with the Jets, Flacco threw four touchdown passes and New York had the last laugh against the Browns, 31-30.
He practiced with the offensive starters this week at UCLA.
