Confusion reigns regarding the assessment that the City of Montreal has undertaken to produce regarding the controversial Regulation for a mixed metropolis (RMM), the results of which are mixed. One thing is certain, the municipal commission which carries out the analysis responds in the negative to the social groups who ask to be heard.

The Regulation for a Mixed Metropolis, also called 20-20-20, aims to stimulate the construction of social, affordable and family housing in Montreal by requiring developers to incorporate these types of housing into their projects, partly at their own expense. .

This regulation, which came into force on April 1, 2021, constitutes a key achievement of Projet Montréal’s first mandate at city hall.

But, he continues, the President of the Commission undertakes that a public study will be “considered” next year.

The president of the Commission, Kaïla Munro, responded to a letter sent on September 18 by Habiter Ville-Marie, a group of community organizations whose mission is to promote social and community housing. The letter formally requested to be heard by elected officials during the detailed analysis of the year 2 results.

“In view of these disappointing results, it seems essential to us that the City of Montreal hold, in 2023, a public commission on the assessment of the implementation of the regulation, as promised in the explanatory document of the RMM published in November 2020” , we can read there from the pen of Éric Michaud, coordinator of the Ville-Marie Housing Committee.

For its part, the opposition at city hall fears that the Plante administration will reserve a first-class burial for the settlement, given its disappointing results.

Ensemble Montréal also presented a motion, unanimously adopted by the municipal council on August 22, requesting the publication and analysis of the by-law before the end of 2023 as had been promised by the Plante administration in 2020.

In a written statement sent to us on Wednesday, the vice-president of the executive committee, Benoit Dorais, reiterates the commitment that the report will be made public before the end of the year, without saying a word about the analysis work. behind closed doors of the Commission.
