On May 11, 2023, Emmanuel Macron presented, at the Elysée Palace, his plan to accelerate reindustrialization in France. Among the measures discussed, the President highlighted the conditioning of the carbon footprint to support European production. Tuesday, May 16, the government then returned to the statements of the Head of State by detailing the green industry bill.
Bruno Le Maire, Minister of Economy, Finance and Industrial and Digital Sovereignty, therefore presented the 15 measures of the green industry bill aimed at making “France the leader of green industry in Europe”. , can we read in the Official Journal. Among them, the ecological bonus will be reorganized by the end of 2023. Indeed, the latter will be allocated in priority to certain producers of electric vehicles. Four lines of action were presented by the government, including that of “promoting virtuous businesses in all state interventions”. In this category, the conditioning of the ecological bonus to the environmental footprint of electric vehicles is included. Previously, the latter presented no obligation. This new directive would thus make it possible to favor French and European productions. Indeed, “since the beginning of the year, 40% of this bonus has gone to Asia”, specifies Bruno Le Maire, as reported by Capital.
If this bonus will be reorganized, it is not the case of the modification of the amount for the moment. The grants will continue to be staggered between 5,000 and 7,000 euros depending on income conditions. Several criteria will be taken into account to award these bonuses, but also penalties. Indeed, several types of vehicles are targeted by the lifting of this increase.
“We are seeing the birth before our eyes, after the Covid, of a new, more brutal globalization where everyone defends their interests without too many qualms and where China and the United States have engaged in a rivalry (…) without mercy . In this new globalisation, Europe must find its place”, concludes Bruno Le Maire. This measure is therefore part of a broader plan to reindustrialise France, allowing it to establish itself as a leader in green industry in Europe. The objective is to benefit European producers rather than its competitors.
