The ax fell. On Friday April 14, 2023, the members of the Constitutional Council validated the main part of the pension reform carried out by the government, including the lowering of the retirement age to 64 years. Two hours later, Emmanuel Macron promulgated the text, Liberation tells us. A promulgation which would have taken place around 7:30 p.m. Thus, the amended Social Security financing law for 2023 was published in the Official Journal on the night of Saturday April 15 to Sunday April 16, 2023. As a reminder, the President of the Republic had fifteen days to proceed with the promulgation of the law a once the reform has been validated by the Elders.

A delay which the oppositions wanted to seize, and more particularly the Nupes, which asked the Head of State to activate article 10 paragraph 2 of the Constitution. The latter would have made it possible to “ask Parliament for a new deliberation of the law or of certain of its articles”. A request swept away by Emmanuel Macron. On the set of BFMTV, the deputy Renaissance Benjamin Haddad assured that the president has “always promulgated the laws within 24 hours”.

Monday April 17, 2023, the President of the Republic will speak during a televised address. Recorded in advance, it will be broadcast at 8 p.m. If Emmanuel Macron should not make major announcements, he should nevertheless try to turn the page on pension reform.

On the union side, there is no question of turning the page. In a press release published on Saturday April 15, Sophie Binet, general secretary of CGT, called for mobilizations on April 20 and 28, before a “historic” strike on May 1.
