Fuel shortage: the 28 departments most affected over the Easter weekend

April 6, 2023 marks the eleventh day of mobilization against the pension reform. The day before, the inter-union met Prime Minister Elisabeth Borne at Matignon. This meeting is described as a “failure” by the unions, according to the retransmission of their speech on the steps of Matignon by France24. Thus, Sophie Binet, new president of the CGT, and the rest of the unions recalled the importance of renewing the strike.

Several sectors have not stopped mobilizing since March 7. Among them are the refineries, blocked for several weeks. The TotalEnergies refinery in Normandy, the largest in France, was notably blocked from the weekend of March 18.

But it is not the only one. Indeed, the CGT-Chimie has also interrupted all production and delivery to Donges, in Loire-Atlantique, for five weeks, according to France 3 Pays de la Loire. If the blockages did not worry at the start of the strike, they are now being felt on the stocks of service stations. If some are spared by this shortage, this is not the case for the majority of departments. Indeed, Ouest-France has updated the fuel level map of service stations for each department, and the figures are alarming. Out of 5,800 stations regularly updating their data on prix-carburants.gouv.fr, 1,132 would be out of diesel or SP95-E10 between March 31 and April 4, 2023.

These results led the authorities to take certain measures. Already when the Normandy refinery was blocked, the Ministry of the Interior requisitioned four employees to anticipate the fear of a lack of kerosene at airports. New requisitions are then planned, in particular at the TotalEnergies refinery in Gonfreville-L’Orcher, in Seine-Maritime, as reported by CNews. Conversely, Esso-ExxonMobil announced the restart at the Port-Jérôme-Gravenchon refinery following the end of the blockages at the oil terminal in Le Havre.
