Thanks to the use of article 49.3, Elisabeth Borne engaged the responsibility of her government in order to forcefully adopt the very controversial pension reform. While the two motions of censure tabled in the National Assembly have been rejected, the French, the unions and the opposition continue their mobilization in the streets with a new day of action scheduled for Thursday, April 6, 2023. Emmanuel Macron however, said in his recent interview: the pension reform will be implemented as of September 1st. During his recent interview, Emmanuel Macron very firmly put an end to the hopes of the French regarding the pension reform. He thus affirmed that this would indeed be implemented as of September 1 and that other bills were now awaiting the executive. At the same time, the Prime Minister, Elisabeth Borne, as well as the government spokesperson, Olivier Véran, showed themselves open to discussions with all the unions, despite the rejection of a break time proposed by Laurent Berger, general secretary of the CFDT.
During this new week of negotiations, Elisabeth Borne must, in fact, receive union officials at Matignon in order to discuss the text and its implementation. She therefore expressed her desire to renew the dialogue and announced that she was “listening to all subjects”, as reported by Les Echos. The Prime Minister did not fail to specify that she wanted to address “many subjects”, in particular “the quality of life at work”.
If the application of the pension reform seems to be still relevant on September 1, 2023, some French people could perhaps escape it. According to the text adopted, the increase in the legal age of departure concerns all people born from September 1961, but it is possible that a specific amendment will eventually see the light of day.
If this amendment is actually passed, people born in 1962 and 1963 could retire earlier, provided they have validated a long career. This “coordination amendment” was thus added by the Senate in the reform bill with the favorable opinion of the government. The senators of the Renaissance group had, therefore, mentioned its use, as Boursorama notifies, to “allow insured persons born in 1962 and 1963 to always be able to take early retirement for long careers under current conditions, with a full-rate pension “.
To hope for an application of this amendment, it is necessary that a decree be produced in order to specify the exact modalities of this early retirement. For the time being, the amendment proposed by the Senate does not notify the month of birth of the persons concerned by this possibility. No guarantee is therefore currently offered for people born in 1962 and 1963.
The government has however reaffirmed its desire to implement this amendment, as mentioned by the Moneyvox site. He therefore wishes to “avoid a discount for specific cases, which have rights open before September 1, 2023”. With the objective of a full-rate pension for retirees affected by this amendment.
