Do managers and employees have cause for concern? In any case, this is what some of the activists most fiercely opposed to the evolution of the mode of collection of Agirc-Arrco contributions could affirm. The pension fund, responsible for paying the supplementary pension for former private sector workers, is now fighting to retain the possibility of administering this essential aspect of pension management itself, indicates Le Figaro. This is one of the subjects that knows how to bring employers and employees to agreement, underline our colleagues: they both fear losing “steering the regime”, in the event of inability to ensure control of their recipes.

In fact, explains the national daily marked on the right, a scenario particularly worries the employers’ organizations and trade unions: the idea that the surpluses of the regime, released because of the strict discipline imposed by Agirc-Arrco, may be sacrificed for the benefit of individuals who have no particular connection with the pension fund. They fear that these amounts will be used by the State for the benefit of other deficit pension schemes, starting with the scheme for civil servants (RAFP).

It is, in theory, the Urssaf which should recover the mission of collecting the Agirc-Arrco contributions. All in all, this still represents 88 billion euros that would suddenly change hands. The operation, planned for a long time, is however slow to be implemented.

It has been postponed in the past due to a health crisis… and now it is the Senate that is worried, fearing an “industrial disaster” if it is not postponed again for 2024.

There are several reasons for the State to organize this change of person responsible for collecting Agirc-Arrco contributions. The latter applies the recommendations of the Court of Auditors, which the Elders believe is necessary to unify the collection of social security contributions. In this specific case, it is a question of realizing significant savings in management.

Moreover, it is also a question of benefiting from the best performance, in terms of recovery of the Ursaffs. What the Senate itself recognized in a recent report cited in particular by Le Figaro. Finally, it is also a question of simplifying the procedures for companies.

For their part, underlines the director of the organization through the Capital media, the Urssafs do not identify the dangers pointed out by the Senate. The report, indeed believes Yann-Gaël Amghar, contains a certain number of errors which according to him tarnish its credibility.

“The report says that the lack of reliability comes from the fact that Agirc-Arrco does not have the same control habits of the DSN as the Urssaf. I repeat, Agirc-Arrco will continue to carry out its checks on the DSN, and on our side, we are stepping up on the subject by setting up new checks on this declaration”, he explains in front of the microphones. of our colleagues.
