Pension reform: 49.3, rejection, motion of censure… The 5 scenarios for a decisive day

Pension reform, final episode. The bill brought by the government will pass one last time through Parliament this Thursday, March 23, 2023. The text will be discussed for the first time in the Senate in the morning, then in the National Assembly in the afternoon. The outcome of this political battle remains uncertain, between the vote of the deputies, the use of Article 49.3 of the Constitution and the fragile presidential majority. What are the scenarios envisaged? We take stock in our slideshow below.

What is the program for this decisive day? According to information from BFMTV, Emmanuel Macron received “the presidents of the parliamentary groups and the leaders of the majority parties (Renaissance, Horizons, MoDem)” as well as Yaël Braun-Pivet, President of the National Assembly, at the Elysée this Thursday at 8:15 a.m. This was followed by the vote on the pension reform in the Senate, the outcome of which remains unknown. However, the adoption of the project by the senators seems to be the preferred hypothesis, the latter having already approved the text at first reading.

Uncertainties remain regarding the course of the day. Once the pension reform has passed through the hands of the Senate, the executive could still decide to brandish article 49.3 of the Constitution to have its bill adopted. To do this, however, Emmanuel Macron would have to convene a Council of Ministers before 3 p.m., the time at which the National Assembly must ratify the text.
