Accumulating the disabled adult allowance (AAH) and the allowance for the elderly (Aspa) has been authorized by law since 1 January 2017. As Mes-allocs.fr reminds us, French men and women in a precarious situation can requests the payment of these two aids. However, certain criteria must be met: having contributed to old-age insurance, having an incapacity rate equal to or greater than 80%, receiving a retirement pension of less than 900 euros per month and having reached the legal retirement age. retirement after January 1, 2017.

The disabled adult allowance (AAH) was created in 1975 to help people unable to work and suffering from health problems. It has 1.2 million beneficiaries and cannot exceed 904 euros monthly. To receive it, you must be between the ages of 20 and 60 and have a disability greater than 80% or 50 to 79% combined with the impossibility of working.

The allowance for the elderly (Aspa), better known as the minimum old age, is granted to people over 65 who have liquidated their entire pension. To benefit from it, you must have reached the legal retirement age and not have resources exceeding the ceilings in force (11,001.44 euros per year for a single person and 17,079.77 euros for a couple). People aged 62 to 65 who have been declared unfit for work can also ask to receive the Aspa.

On the night of Wednesday July 20 to Thursday July 21, 2022, the National Assembly decided to adopt several amendments to end the conjugalization of the AAH. Indeed, until now, the income of the spouse was taken into account in the calculation of this allowance.

According to evaluations carried out by the Department of Research, Studies, Evaluation and Statistics (DREES), 160,000 people will see their allowance increase by an average of 300 euros. The deconjugalization of the AAH should come into effect from October 2023 at the latest.
