Javier Garat (Sanlúcar de Barrameda, 1971) is the secretary-general of the Spanish Confederation of Fishing (Cepesca) and president of the patronal european fishing Europêche. Bachelor’s degree in Law from the Complutense University of Madrid and master in International and European Law from the Catholic University of Louvain (U. C. L. Belgium) has always been linked to the themes of fishing, either at the Permanent Representation of Spain in Brussels and since 2001 in the Spanish Federation of Fishing Organisations (Feope):
