European Commission President Jean-Claude Juncker has called for the case of an economic crisis to support unemployment insurance in the member States concerned through the EU. In an Interview with the “Welt am Sonntag” said Juncker, for the financing of such reinsurance, the Commission provided for in the draft for the medium-term financial planning, two instruments: “25 billion euros in order to Finance structural aid programmes, and EUR 30 billion for a mitigation mechanism against asymmetric external shocks”.

This Instrument could help, sudden economic crises, which were caused by external developments, in a Land cushion, and the national social security systems of European and reassurance.

on the one Hand, such a mechanism should be “no free ride” for countries, “which do not carry out reforms, and thus get into trouble”.
