Blanquer, Bachelot, Schiappa… What will become of Emmanuel Macron’s former ministers?

Friday, May 20, 2022, the secretary general of the Elysée Alexis Kohler announced, from the Elysée, the list of ministers and secretaries of state appointed by Prime Minister Elisabeth Borne, on the indication of the re-elected president. Emmanuel Macron had promised change: out of 27 members of the new government, we discover 13 “new faces”. However, he wished to keep some of these former ministers, particularly in the sovereign areas of Justice and the Interior, where Eric Dupont-Moretti and Gérald Darmanin retain their place.

But other ministers who marked the first five-year term of the president have, conversely, had to pack their boxes.

This is the case, for example, of Florence Parly, Minister of the Armed Forces, Jean-Yves Le Drian (Foreign Affairs) and Jean-Michel Blanquer (Education). After several years of intense work in the upper echelons of the state, they must now think about their future outside the ministries. What will become of them? Lately, the career plan of the former Minister of Transport Jean-Baptiste Djebarri has been talked about. Barely removed from his post, he had shown his desire to work in the private sector, at the shipowner CMA CGM, after being offered the position of executive vice-president. Tuesday, May 24, the High Authority for Transparency and Public Life put the kibosh: the project is “incompatible” with its former functions, due to “substantial ethical risks”, according to the HATVP.

This is not the first time that a conversion has been challenged by the High Authority. Because many former ministers try to pour, once their mandate behind them, in the “pantouflage”, that is to say to “make money in the private sector thanks to the experience and the reputation acquired in the public, comments William Galibert in an editorial for RTL.

However, the former ministers retain, once their mission is completed, rather comfortable advantages. In particular, they receive, for three months, an allowance of 9,940 euros gross per month.
