The Superior Court of Justice of Aragon (TSJA) has ruled that the competition for the award of the management of the plaza de toros de Zaragoza for the period 2018-2021 are made pursuant to the law, and annuls the sentence of the Court of Public Contracts of Aragon , that in June two years ago scuppered the contract signed between the county Council and the UTE Tauroejea-Circuits in the Bullfighting arena.
In march 2018, the Provincial council of Zaragoza assigned the management of the plaza to the UTE after a turbulent process marked by resources that it slowed down significantly. After the award, which was made by drawing lots because the supply of Tauroejea was identical to one of the bids submitted, the claim of the latter against the county Council by the contest came to the Court of Contracts which overturned the award.
Only the precautionary measure of the TSJA to allow the UTE to schedule the Fair Pillar of 2018 made possible the celebration, since the Court of Public Contracts argued in its judgment that the not have been held on the celebration planned for the April 23 , the Day of the Community, mandatory according to the specification, had to cancel the award.
Considers the TSJA that of the impossibility of celebrating that feast, not derived from the annulment of the award, and there is no cause of nullity .
In this way, it puts an end to a stormy process in which it is expected the judgment of the TSJA, and during which the company formed by Carlos Zuniga, Jesus Mena and Julio Fontecha expect a final resolution on a situation of temporary.
today, with the company fully confirmed, the epidemic of the coronavirus forced to suspend the Fair of St George and still has not made a decision on the Feria del Pilar in October. Of any form, the circumstances and health care, have changed significantly the conditions of work of the company, which, in principle, has a contract until the season 2021, without possibility of extension, according to the contract signed with the Provincial council of Zaragoza. The current situation requires both the company and the owner of the arena to propose a study on the modifications required in the programming taurine.
