The Foundation of the Toro de Lidia (FTL) has requested the intervention of the Ombudsman “for an end to discrimination, arbitrary and unfair on the part of the SEPE professionals in the bullfighting arena and that they can receive without further hindrance or delay, the provision established in the RDL 17/2020”

Also, as reported in a press release, the CTF has submitted a complaint identical to the Defender of the Town Andalusian, requesting the cessation of discrimination on the part of the SEPE of Seville to the professionals in the bullfighting arena.

Victorino Martin , president of the CTF, has been highlighted in the writings: “The situation of many professionals in the bullfighting arena is a extreme vulnerability, and are being denied a benefit to which they are entitled. This is inadmissible and violates the dignity of these professionals -many of them with the anxiety and distress imaginable-, which do not receive what they have a right because those who have that grant it they don’t like your profession.”

Many professionals in the bullfighting arena, collected as artists in public shows since 1985, may not have access to the great features approved in the Royal Decree-Law 17/2020. In some cases, this request has been granted, for example, in the delegations of Granada, Jerez, Ronda or Algeciras. However, in many other cases, notably the delegation of Seville , the State Employment Public Service (SEPE) has denied this provision by considering that the professionals in the bullfighting arena are not within the scope of application of the aforementioned RD 17/2020.

Condition of artists

“This denial -continues the note – it should only be a manifest and arbitrary legal interpretation that aims to exclude the professionals in the bullfighting arena of cultural and artistic to which they belong by their own right and that the law and jurisprudence have recognized repeatedly in our country. This interpretation is, moreover, a breach of the principle of equality recognised in article 14 of the Spanish Constitution, since it is a different way to the professionals in the bullfighting arena (that have legally recognized their condition of artists in public spectacles) with respect to other artists, and even comes unevenly to the professionals in the bullfighting arena, depending on the delegation of the SEPE to have to make your request. Since the FTL we understand that this disparity of criteria has been created by a default rating of bullfighting in the RD 17/2020″.

For this reason, the Foundation of the Toro de Lidia has sent a written submission to the minister of Culture, José Manuel Rodríguez Uribes, requesting that you make, through the legal instrument that it considers appropriate, an interpretation of the RD 17/2020, clarifying that article 2 includes professionals in the bullfighting arena) and refer such interpretation to those responsible for the Public Service of State Employment (SEPE).
