annually, around 50,000 applicants for a study place in Germany have to adjust, although not immediately, but in the foreseeable future on new terms and conditions. The design for a state contract provides that the Minister of science, of the countries on Thursday in the conference of education Ministers (KMK) have agreed on. Therefore, the countries should be able to pave in the future, professionally Qualified without a diploma or with only average high school grades the way to the study of medicine. Whether the new rules can afford to, however, is uncertain.

The countries were forced one way or the other to Act, because the Federal constitutional court had, on 19. December 2017, decided that the current approval process is in part unconstitutional, and until the end of the year 2019, the new has to be regulated. Today especially ones have-high school graduates chances of getting one of the coveted places, for many of the other wait times of up to 15 semesters, on the other hand, are more than seven years. The judge had demanded, among other things, more transparent procedures, greater comparability of high school grades, and less time waiting.

so Far, about 11,000 student places at public universities in Germany are awarded according to a fixed key. In a Central procedure, 20 percent go to those with the best Abitur grades, a further 20 per cent of those with the longest waiting time and the remaining 60 percent allocated to the universities according to their own criteria. With these criteria, aptitude tests, GPA plays in addition to medical professionals also have a Central role. This often means that even applicants with a slightly poorer Graduation than 1.0 no space and on the factor of waiting time. To switch, for example, by embarking on training rather than after high school directly to College. At the same time, the grades in the individual Federal States are only difficult to compare, because the power requirements from state to state are different – what gave critics of the current regime, with additional arguments.

New additional suitability rate

After the decision of Thursday, the so-called Abitur, increases the best rate in the future 20 to 30 percent. A new additional suitability ratio by which every tenth place in the centrally-managed programmes in medicine, dentistry, veterinary medicine and pharmacy will be awarded, but is open to applicants regardless of their GPA chances. How exactly this will look is still open. The possibility to get a seat alone on a waiting semester, should, however, be omitted. This rate will be abolished.

The new regulations are designed to apply to the summer semester 2020. In particular, for applicants who are today on waiting lists, transition periods are planned. The design must be approved by a conference of Prime Ministers and the parliaments of the 16 Federal States.

During the Marburger Bund, the new rules as a despondent and “formula of compromise” criticized, was Frank Ulrich Montgomery, the President of the Federal chamber of physicians, satisfied: It was “good that the conference of education Ministers has finally created clarity”. A selection only after the GPA was no longer of this time. “It is therefore right that the state provides the contract in addition to the suitability rate of a catalogue of school-based-dependent and school based-independent selection criteria.” Frank Wissing, Secretary-General of the Medical faculty of the day, said: “You can see the results of the time pressure. It is resulted in a kind of patchwork, from where you have to wait and see how it fits together.“ We must take care that everything will be even more complicated.
